Student Elections
February 11 2022Elections for student representatives to various college boards and to the Conseil national de l’enseignement supérieur et de la recherche agricole, agroalimentaire et vétérinaire (CNESERAAV, National Council of Higher Education and Research in Agriculture, Agrifood, and Veterinary Medicine) are organized each Fall.
All students may participate in the civic affairs of their institution by running for election and voting in AgroParisTech and CNESERAAV board elections.
1. Board and Council Roles
The Conseil de l’Enseignement et de la Vie Etudiante (CEVE, Council of Education and Student Life) is consulted on teaching guidelines for initial and continuing education, on courses of study, and on exam and grading conditions. It issues an advisory opinion on plans to create or change degrees, requests for authorization to deliver national diplomas, the organization of departments, and drafting the parts of the university development plan that fall within its scope. It prepares measures intended to guide students, prepare their entry into working life, and encourage participation in the range of cultural, social, or associational activities on offer. It also suggests improvements to living, safety, and working conditions, along with measures relating to activities in support of charity work, medical and social services, libraries, and documentation centers.
The Board of Directors (CA) establishes general guidelines for the institution. This includes discussing the university development plan and implementation agreements with the national government, the institution’s rules and regulations, the internal organization of the institution and the creation of staff positions that it requires, teaching policies, creating institution-specific degrees and requests for the authorization to deliver nationally accredited diplomas, the institution’s research policy, budget, and financial accounts.
The Scientific Council (CS) suggests guidelines to the Board of Directors on research activities that occur in the institution or with its participation. It liaises between research and teaching and in so doing, issues an opinion on plans to create or change specific degrees and on requests for authorization to deliver nationally accredited diplomas.
It is informed and consulted on procedures and on assessment reports from research departments.
The Conseil National de l’Enseignement Supérieur Et de la Recherche Agricole, Agroalimentaire et Vétérinaire (CNESERAAV, National Council of Higher Education and Research in Agriculture, AgriFood, and Veterinary Medicine) is a nationwide French advisory body presided by the Minister of Agriculture. It is consulted on questions relating to the mission of public institutions for agricultural higher education and on policies proposed by public authorities. It brings together representatives from all higher education institutions in the fields of Agronomy and Veterinary Medicine.
2. Voting Method
For elections to different councils and the CNESERAAV, members are elected from a list with proportional representation, in a single round of voting. Remaining seats are distributed using the greatest remainder method for the CNESERAAV and the highest-average method for AgroParisTech councils. However, Ph.D. student representatives are elected through a two-round winner-take-all system.
In all cases, lists are closed (no preferential ballots or panachage).
3. Deadlines
AgroParisTech Board/Council The list of candidates must be filed with the Departments of Studies and of Teaching within 15 days of the election date.
CNESERAAV: candidates must send proposals to the Sous-direction de l’enseignement supérieur (1ter, Avenue de Lowendal, 75700 PARIS 07 SP) by registered mail, at least fifty days before the election date.
4. Available Seats
Board of directors:
4 student representatives, including one Ph.D. student, and an equal number of substitutes.
Council of Education and Student Life:
8 student representatives and an equal number of substitutes.
Scientific Council: 1 Ph.D. student representative and one substitute.
CNESERAAV: 7 representatives + 7 substitutes
(Representatives from a single list cannot belong to the same institution.)
