The Scientific Council suggests guidelines to the Board of Directors on research activities that occur in the institution or with its participation, as well as the contribution of its staff members. It is consulted on the allocation of research budget appropriations, on the characteristics of faculty and research positions, on the creation or transformation of research units, on all questions relative to Ph.D. studies, and on the development plan or internal regulations in the areas within its remit. It carries out the functions provided for in Articles 18, 29, and 52 of Decree 92-171 of February 21, 1992, concerning the specific statuses of faculty and research staff at public higher-education institutions, under the authority of the French Minister of Agriculture. It liaises between research and teaching and in so doing, issues an opinion on plans to create or change specific degrees and on requests for accreditation to deliver national diplomas. It is informed and consulted on procedures and on assessment reports from research departments.
The Council of Professors issues its opinion to the Board of Directors on initial and continuing education programs and priorities, on student recruitment, and on the institution’s academic policies and procedures, of which the Council of Education and Student Life is informed. The Council of Professors oversees the proper organization of grading conditions and the certification of studies. It rules on the award of diplomas to students in accordance with the procedures set out in the institution’s academic policies and procedures. It suggests, to the Board of Directors, the conditions for the award of diplomas for the programs taught at the institution and the conditions governing the academic failure or the expulsion of students due to unsatisfactory academic performance. It issues an advisory opinion on plans to create or change its own degrees, requests for accreditation to deliver national diplomas, the organization of departments, and on the university development plan or internal rules for the areas that fall within its scope. It is consulted on the characteristics of faculty positions.
The Council of Education and Student Life is consulted on teaching guidelines for initial and continuing education, on courses of study, on the institution’s academic policies and procedures, and on exam and grading conditions. It issues an advisory opinion on plans to create or change its own degrees, requests for accreditation to deliver national diplomas, the organization of departments, and on the university development plan or internal rules for the areas that fall within its scope. It proposes measures intended to guide students, prepare their entry into working life, and encourage participation in the range of cultural, social, or associational activities on offer. It also suggests improvements to living, safety, and working conditions, along with measures relating to activities in support of charity work, medical and social services, libraries, and documentation centers.
